A really stupid question.

How can I use a signature that someone gave me in NB. I don't have the url for it, but the sig is saved in my private folders.

well .. you cannot upload it in NB from your folder .. you have to upload to your NB album .. and then copy the url .. or just copy the link he sent you .

There is no stupid questions only stupid answers, OT: you have to save the image first then upload it.

Upload your desired image on Imgur. Com

then when you have a link, paste it in the signature place in usercp

You can always just create an imgur or photobucket account. That way you can store your favorite signatures and avatars to use them whenever you want.
