one might argue that .......this way all shinobis should have nature energy.........but i think since these current shinobi are not closer to kaguya's inheritance they do not posses nature energy but need to gather it like naruto did(but it is hard to do that)

as a proof of what i said in 2nd para.......i want to tell u that the sage's bro and the sage fought the the juubi....this means that they obviously possesed nature energy as they were closer(closest) to kaguya's inheritance

I thought about this before too. Perhaps Hagoromo only split the yin and Yang chakara of the juubi into the bijuus and left the natural energy inside of the gedou mazou.
