I am unsure of whether it was stated in the manga or the databook - and I seem to never consistently get the same answer - but was Minato considered a child prodigy?

Meh, should we be surprised that the boy's sensei thought he was "teh greatest EVAR?" The Sandaime said almost the exact same thing about . A prodigy is a young genius. So everyone who is saying, "Itachi was better academy student, so what?" aren't understanding the word. Itachi was above the genius of the , a legendary Kage level and upper Akatsuki member, when he was 11. evidence. He is the very definition of the word prodigy and the academy instructor backs this up.
