A question about Kirin

I heard that Sasuke's Kirin strikes in about a millisecond (1/1000th of a second). Can shinobi like the 4th Raikage and Naruto dodge that?

I'm not sure if it would hurt the fourth he's already covered in ration but I think he'd be able to avoid it. Naruto can shushin almost as fast as his dad could teleport so I believe so.

Is 1/1000 of a second faster then an instant? If it is nobody can dodge it! Since minatos ftg was said to be instant. If minato can't dodge it with speed nobody can!

Even if the Raikage didn't dodge it, Kirin wouldn't have an effect, it would just nullify his Raiton armor.

Itachi had time to activate his Susano'o before it hit him. So...yes, Naruto and Ay would have plenty of time to dodge.
