A question about kamui

Now im all caught up in the manga but has it ever been explained on how kamui works. like how can obito just teleport anywhere he likes. For example when minato escaped from kamui the first time how did obito know his exact location or when sasuke was going after the leaf how did he just teleport right in front of him ?

I'm probably wrong, but he might be able to sense their chakra and therefore teleport to it
