A question about jutsu

Hey guys i was just wondering, Do you have to say the jutsu your performing while you're doing it or could you just do it in silence for instance when muu was behind ohnoki Shouting, JINTON GENKAI HAKURI NO JUTSU defeats the whole object of him going invisible, and if so couldn't you just cut out a ninja's tounge to stop them using jutsu?

While i guess it would be a bit less fun if they didn't say it i think it defeats the whole object of being a ninja ie stealth and tactics if you telegraph, what you're doing to the enemy like if an enemy heres you shout KATON he can instantly react with suiton without seeing the jutsu first

They say it out loud so viewers know which jutsu are they using.

Yeah I think it's a little stupid how they announce what their move is. But I guess the author makes the characters say it so the reader/viewer knows what the move is. Also, the term "jutsu" came from the samurai of Old Japan, which means "technique". And the samurai had their whole Bushido Code so maybe it's like some sort of way to show respect or integrity??? o_O
