It's not confirmed that the gedo mazo is the original body, Tobi just said vessel. Nice idea though! And I change my mind a lot with the idea of naruto and the 10 tails but probably by tomorrow I will have changed my mind lol. But why the heck would the gedo mazo be a rinnegan summoning?! That part does not make sense to me because from what we know, the sage was wise, and tried to protect the earth from the juubi.

Okay so still going with my theory that the gedo mazou is the original body or part of the physical remains that were left of the Juubi when the so6p split it into 9,
Somehow the thing got sent to the moon , I cannot imagine him hurtling it there so he probably sent it there via rinnegan like a summon sort of and he could summon it back if he wanted - but ofc he didn't

The sage never thought anyone would get the rinnegan because he split his powers so no one would ever get them - sharingan , body
I'm pretty sure he didn't imagine someone to actually combine the two bloodlines by injecting DNA or whatever and getting the rinnegan and actually be able to summon the physical remains back

I think that he thought when the two bloodlines were combined then there would be no need to worry as if they were to combine it would be through love not through DNA stealing and therefore there would be peace

So, Tobi is resurrecting an incomplete Juubi.Since Naruto has the chakra inside of hi from all the other bijuu.So in theory, could he somehow combine them in order to create another incomplete Ten Tails.So a Ten Tails vs Ten Tails battle might be something in the future...thoughts?
