It just so happens that the older generation of Kage are stronger than their present day counterparts, with the exception of Gaara and his father. We haven't been fortunate to see Mū‎‎ and co work in a unit, as we have with the Gokage (minus Tsuande), but I can say that they possess the more exotic and difficult-to-deal-with abilities.

Muu > Onoki (edo Muu > Old Onoki to be more specific)
2nd Mizukage > Mei
Only Gaara is obviously stronger than his father but old generation wins since in the end it would be 3v1 which in this case Gaara is losing.
