As we know Kaguya has finite amount of charka and she is saving it up for that time.
In the past when Sasuke absorbed Oro,he came back when Sasuke's charka was finished.The Kaguya situation is very similar she is gonna be wasted at that time and Madara will come back through her.This is where Madara's lower half come into play.Madara's charka would also be wasted so where would he get charka-his lower half.But madara's lower half is on earth you might say but whatever that time is its gonna happen on Earth because Kaguya can't waste charka dimension hopping according to Black Zetsu.When they might get home for Madara's glorious return after Naruto and Sasuke reunite and Kaguya realizing that this is waster her time for that time.
