multiply with shuriken shadow clone jutsu

senbons are extremely hard to see(to dodge)

senbons can be detonated once within the victim's body( if not the clones can deactivate henge in close proximity to victims and be detonated)

but for real , shuriken shadow clone x explosive tagged kunais spam is already very op

Or... Madara use reverse Death reaper. Starts of as standard RDS, but as Shinigami places knife in hand it transforms into Kaguya laughing loudly and appears behind the victim then stabs herself, taking (and sealing) the victim with her. Leaving Madara unaffected.

it doesn't seem OP
I mean a LOT could block that kind of attack (not dodge(some of you may confuse block with dodge))
like any kind of susano'o could do that, Wind style attack without knowledge of where the senbons are,
could pretty change the trajectory of the senbons.
Anyways, it is a pretty good jutsu

well , of course we're not comparing it with top-tier techs like susanoo. and it's pretty cool especially in assassination (not quite feasible tho)
