jonin would be almost double the cost of assassinating a genin/chunin
sanin would be triple the cost of assassinating a jonin
hokage would be close too sanin but a little higher
rogue ninja is the same cost as assassinating a hokage because they often dont know too much about the level of ninja they are fighting or if they have other rogue ninja with them.

*they are not an evil clan,there village is well hidden it even has a barrier too make it look like nothings there it even visibly erases scent/smell and signs of life and if you were too still walk over too its direction you would be placed in a genjutsu too were you think that your still walking in the same direction, but really the genjutsu has forced your body too go a different direction instead, and releases when you are a safe distance away from the village.
they also make a living from doing only the most highest rank missions for other villages and clans and because of that they are very well paid, there are only few hundred left as they only live for 40-50 years there are very few who are in there late 50s.*
*every 5-10 years they will take there 3 most powerful and most strongest ninja and set them out in a forest far away too battle and the one who comes back is elected hokage. this usually happens around ages 17-25.*
