Tsunade just pulled herself together, and mended the pieces, I think their arms are fully destroyed from the blast, not like a cut, but an explosion.

Although Naruto did regrow Kakashi's eye that like like like 25 years ago or however long it was, it may be possible that he can grow their arms back.

Nope, look at "the last movie" sketches, both naruto and sasuke have both arms again.

Pfft, that poster is just a genjutsu, I dispelled the genjutsu, and it clearly shows them as amputees
