AoT's world within the walls is in fact surrounded by an even greater wall within which titans live. In reality, the government within tries to stay isolated from other countries and therefore, it surrounded itself with titans so the people within could not go out and the people from outside could not go within. Shifters are in fact rebels from outside who try to breach the walls to enforce democracy within the authoritative state.

I do think all shifters come from the outside and I do think the people in the walls want to stay inside the walls, they have their own beliefs when it comes to it and don't accept the life being lived outside the walls. We know how religious they are so ........my theory is that this is like the village movie but i need more info still ...
