High Kage Level. His battle strength exceeds those of many on the current battlefield, his speed level is one of the highest in the series, his ninjutsu and chakra levels are exceptionally high and he is not afraid of dying in order to maintain peace.
He took on a shield of amaterasu without even flinching, stood up to Madara even when all hope seemed lost and he never lost his composure during that fight.
People need to see that to rank a Hokage, you need to look at every aspect of the character in question, not raw strength alone. The only reason I keep my views of Raikage lower than most is because he is a very rash individual who get's influenced by emotion quite easily.
