It depends on the timing , in the chunin exams prelims lee would have won but difficulty depends on if he would open the gates and remove his weights at the very start of the match without even trying to attack neji since he knew he stood no chance and ran the risk of gettin his chakra pathways blocked , closing the gates before they opened.
If they fought in the finals it still depends on the above notion of lee going all out at the start and if he does then neji bein fresh on chakra should be capable of blocking most if not all of lee's barrage using raw chakra as a reciever for punches/kicks.
Similarly to wat gaara's sand would've done if it could keep up ,

neji can expel chakra covering a huge area around himself without needing to rotate , which is wat ten ten noted as bein above gaara's defense. Most likely she got this idea from neji since she was incapacitated by temari before seein gaara and based on the comparison between the two defenses then i think its plausible to say that a thick shield of chakra from neji should be equal to or above gaara's sand armor which held up against the gates.

The reason gaara survived the gated assault was due to him using his gourd as a medium to recieve impact/damage.

So all in all it depends on how the fight would play out and how much pounding and chakra it would take before neji's shield is destroyed/outlasted , but since kishi noted it was equal/better than gaara's sand defense which was unable to keep up with gated lee's and in turn could not provide defense , its plausible to say that neji havin a different defense in nature which is expeled from the tenketsu it should block/reduce some of the damage from gated barrage , imo anyway Lol.
