there's 1 Gloden rule for a villain character to become teh final villain :

the final villain must be HINTED in teh very first chapters ......if you see any hint introducing a villain character in teh start of any manga... then just watch him becoming teh finall villain in its end!!!!....THIS IS TEH GOLDEN RULE


now 95%.32 of you are saying that orochimaru was hinted to be the final villain since part 1...no no my friends it's not him .......just go back more...to the 1st chapter of naruto Manga....

-the 1st introduction page where it says : "16 years ago a fox attacked konoha and minato stopped the attack"

now the kestion is : who attacked konoha at that time????....BINGO yes its him "Tobidara"!!...

-dont you dare let your brain get fooled by this idea of "a 14 years friendzoned kid could controll kiyubi with just 1 simple sharingan"!!....

-who in the Manga, who dat uchiha who could controll kiyubi with just 1 ordinary sharingan???...who dat uchiha legendary shinobi if you give him just a ordinary sheringan could do great genjutsu skills with it???...who dat uchiha if you give him no eyes but can still solo an entire shinobi army?????....yes its him : UCHIHA MADARA!!!

stages of Madara becoming the final villain :


1-stage 1 :a Madara hint : 1st hapter of naruto part 1 " a kiyubi attacks konoha"....that was Madara's doing just like itachi confirmed it..

-also in the begining of naruto shippuden (part2) Madara was hinted to be the final villain : Jiraiya spoke about him


2-Stage 2 : becoming a main villain : it started when tobi abonded his goofy behaviour and confirmed his true identity to be Uchiha Madara...since then Madara was being the main villain without contest...not even orochimaru could challenge him...untill a black zetsu betrayed Madara.......

-now you must understand well that the main character was tobi or tobidara and not edo/rinneMadara ..

3-stage 3 : actually stage 3 didn't happen due to black zetsu betrayal wich led to kaguya appearance!!!...


-now let me tell you something that you might forgot : it's impossible for kaguya to become the finall villain why?..simply becuz of teh golden rule i mentioned above...i mean she was never hinted to become the finall villain...nor was black zetsu..kaguya's sudden appearance was just plot

-he who was the main villain dizerves to be the finall villain !!....

thus :

-if Tobi's true boss ID was indeed Obito then he would've been the finall villain (since he was a main character)..but since tobi's true ID was tobidara or simply Madara this explains well why Uchiha Madara dizerves to be the finall villiain..


-Madara will be back ....yes he will be back but this time he will be back in his tobi form TOBIDARA!!!

Don't know where you got those rules from.
Their horribly contrived and haven't been the structure for any of the shows i watch nor seen in any of the best shows so i hardly doubt anyone but you know of or follow these "golden" rules

That is not how final villains work. All you need to be the final villain is to be the villain confronted at the end of the story. You dont need to be foreshadowed from the start.
