The Uchiha Police was founded by their ancestor under direct order from the 2nd Hokage Tobirama but as time passed on some Uchiha caught wind of why this faction was created and why they were never invited in other village affairs. Who was this "ancestor"

In the suicide note "path" is in quotations hinting at the coup DE tat. The clan also states that Shisui would have done anything for the clan and my bet was they planned to use his Komoamatsukami in some way to justify their revolt.

Fugaku states that only few awakened mangekyo sharingan so their must have been some other Uchiha that unlocked it. At this time Shisui mangekyo sharingan was not known to us but who's to say that he was the only one to unlock it in 50+ years since Madara and Izuna. Iatchi already stated when he fought Sasuke that Uchihas tried to take each other eye's so others must have unlocked it at some point to realize that you need a siblings eye's to form eternal mangekyo sharingan

To answer the first question I would say Kagami? Not sure but he was with Saru and Tobirama was quite fond of that squad so maybe he entrusted him to do it?

Could be but we don't know the time gap between the first hokage reign and the 2nd. When the 1st fought Madara; Kagami, Danzo, Hiruzen, ect had to be kids. If the 1st died shortly after the battle from his wounds or from chakra depletion (or whatever) against Madara then Tobirama became Kage right after that and i don't think Uchihas would wait 5 10 15+ years to be recognized in the village after Madara's revolt which makes me assume that the 1st reign was short lived.

Interesting finds. And holy $h*t, was that a blonde/white-haired Uchiha interrogating Itachi? I feel like I've read countless crack-pot theories that relied on all Uchihas having black hair. I'll keep that one in mind.

cuz he is Tobi and Itachi has been working for him all along. He used the sharingan to communicate with Itachi. The bodies were zetsu clones.
