1) In the latest Manga we see that Madara uses one of the rinnegan's doujutsu called Limbo. We know it is definitely a rinnegan technique because of the emphasis on the rinnegan in that particular panel. However, what i don't understand is what impact did this technique have? It hadn't affected Naruto in any shape or form, and also it hadn't had any affect on Naruto's Rasen-shuriken, so what was the purpose of it?

We see that Sasuke has a normal 3T sharingan on his right eye, and a combination of the concentric lines and commas (which derived from 3T sharingan) on his left eye. This left eye is supposed to be the rinnegan so but we can't assume its unusual appearance is a mistake because it is shown on two different pages. Sooooooooooooo I'm guessing that the appearance of the pair of rinnegan an uchiha awakes differs to that from another pair of rinnegan another uchiha shinobi awakes. To be fair the only pair of rinnegan we had seen throughout the manga was originally Madara's. A bit like how MS differs from one person to another.
Also we see that this rinnegan Sasuke has is in his left eye is NOT the same for his right eye. The rinnegan he has is only borrowed, temporary power since the it was confirmed that Senju DNA + Uchiha DNA = Rinnegan - and sasuke doesn't have senju DNA.
Sasuke also may now have Perfect Susano because of this rinnegan. Madara did NOT have perfect Susano during his fight against Hashirama. Just because he had used a mere layer of susano shield to strengthen kyuuubi's physical attacks and also protect it from external harm does NOT mean it's a perferct Susano. Madara did not have the final, complete susano he had summoned when he was revived back then when he fought hashirama. Since the only thing that had changed from before is that madara now has rinnegan. It's sort of make sense when you look at it. With each visual upgrade the uchiha have, the stronger/more flexible/more effective/more enhanced that uchiha's doujutsu becomes. Doujutsu means eye techniques.
Prime example:
1) 1 Tomoe sharingan (sharingan with one comma):
2) 2 Tomoe Sharingan (sharingan with 2 commas):
3) 3 Tomoe sharingan (sharingan with 3 commas)

If you have read all of those descriptions of the sharingan stages, you will see that with each upgrade it gets better and new abilities are introduced. For example with 1T sharingan you cannot predict opponents movements, but with 3T sharingan you can. Having this idea in mind, the same principle can be applied with the Susano. With MS, sasuke was only capable of summoning the incomplete Susano. By incomplete i mean the susano doesn't have legs/full body and such. Itachi was also the same. Then when he had obtained EMS, we saw that he was able to summon the complete Susano. Meaning that the susano was complete, it had legs/full body and such. With the EMS, Sasuke can also create a layer of Susano's shield like EMS madara was able to. They had both performed this on the Kurama/or the body of the kurama but in chakra form (basically naruto's version). And with the Rinnegan, you can see that Madara has Perfect Susano. It's Perfect because it has no other upgrades/improvements. It's extremely larger, more powerful and has a stronger shield than the complete susano. It's reached it's final stage. Since Madara has Rinnegan, EMS and MS, you should clearly be aware that he has demonstrated use of Incomplete, complete and perfect Susano. Now that Sasuke has a temporary rinnegan he has a temporary perfect Susano.

This type of Sharingan has 1 tomoe surrounding the users pupil and is gained at the moment of awakening the Sharingan. It allows the user to perceive motions and see chakra. The user's pupil turns bloody red, and gains an extra pupil, or tomoe within each eye that will surround the original, centered pupil. When active the user now has the ability to track speeds that would only be seen by a higher ranked, more experienced ninja. They also gain the ability to see through visual D rank genjutsu (visual illusions) and can follow the movement of most taijutsu moves done by normal Shinobi, even those faster than the user and the movement of most Ninjutsu, allowing one to be able to react best to the situation. To activate it the user will spend a move of his 3 per turn while he can keep it active throughout the match as long as he has chakra to fuel it.
2) 2 Tomoe Sharingan (sharingan with 2 commas):
It allows the user to perceive motions as well as be able to copy the motions perceived as long as he is able to perform them physically. When activated the user's eyes turn blood red, and gain two extra pupils, the tomoe which surrounds the original pupil. At this level the user gains a better understanding of the sharingan. The user can now anticipate and analyze faster movement, as well as mimic minor movements made by an opponent. The user can now track higher speeds (almost twice as fast) and, by reading the handseals, can predict to some extent the use of Ninjutsu techniques (but will always obey and abide by the time frame rule as he can never start performing a counter/move before the opponent has started his, meaning that there will always be a logical sequence of moves that will obey the time frame). The user is now able to pierce through visual C rank genjutsu and below. To activate it the user will spend a move of his 3 per turn while he can keep it active throughout the match as long as he has chakra to fuel it.
3) 3 Tomoe sharingan (sharingan with 3 commas)
This is type of Sharingan has 3 tomoe. It allows the user to perceive motions, copy the motions perceived, and predict motions. An example of this is during the fight between Sasuke and Naruto at the Valley of the End. Sasuke could perceive Naruto's motions, copy them, and than predict what Naruto was going to do next. Essentially, to Sasuke through use of his Sharingan, it looked like Naruto was going in slow motion. When active the user now has the ability to keep up with extremely high speeds and mimic basic taijutsu exactly. With this the user can now copy handseals done by an opponent (using the adequate Copy Technique), and use jutsus as they do as long as he's able to perform them (having the adequate chakra nature, adequate knowledge of the field of expertise being copied, etc). The user must however be able to mimic the techniques, for if they are not physically able to preform the copied techniques they cannot do them. The user can now pierce through visual B rank genjutsu and below. Unlike the previous two sharingan stages this level has the ability to hypnotize a target. If however the target is too strong the hypnotizing with be ineffective. This can only be done on targets one rank below the user and through eye contact.
