The scene switches to the mist covering the palace with two men approached walking on water, one of them was Julius the Tyrant chancellor, and the other one was a middle-aged muscular man with a military attire, dark piercings were coming out of his shoulders, a cruel figure he’s :
Julius : (smiles) so Ragna, you finally decided to join the diplomatic side.
Ragna : Heh, I just came to show these sea-demons, the true power of the empire.
Note: the following dialogue has nothing to do with story it's just to show how annoying Julius may get
Julius pointed his finger and with a water bullet killed the first Guard, Ragna Punched the other one ferociously killing him :
Julius : you shouldn’t really have done it, how barbarian !
Ragna : (Pattering his fingers) … heh ….& blowing a whole town isn’t barbarian.
The scenes switches back to Ame :
Gary : so Ame I guess this goodbye.
Ame : (sad) yeah I think so I can’t escape my people anymore.
Genji : but we had, a good time togather, I’ll never forge tour adventures.
Tobi : it’s a shame I’m a puppet, I wanted to cry now.
Suddenly the palace shaked, a guard entered the room :
Guard : Your highness ! it’s an emergency ! the chancellor of the Tyrant is here !
Tobi : the guy who blown away the town of Leci !
Ame : let’s go guys, please help me to protect my people.
The group heded down to the main hall, the main gate was destroyed by a punch of Ragna :
Julius : you know we could’ve knocked, look they’re pissed off now.
Undine : emperial Bastards ! how dare you ? (she rushes landing a punch to Ragna pushing him feets back)
Ragna : ooh, nice ! it’s a shame you’ll die, I love a strong woman …

The sea-imps squad united their attacks to make a tidal wave, Julius simply slamed his fingers in the ground anf flipped the floor in front of him creating a rock barrier, than he jumped on it :

Julius slammed the wall breaking it apart, and sending its shards toward the squads, but a cutting wave of wind crushed the rocks, it was something blown by Rose :
Rose : Salaud ! your battle is with me !

At the moment Ragna was about to beat Undine landing a punch Gary jumped behing him trying to land a slash, but a steel plate spawned from Ragna’s shoulder and blocked it, Undine used this moment to land another punch in Ragna’s guts than a flip kick in the chin, finished by a bomb from Tobi, but after the somke revealed, Ragna was covered in a platinium armor :
Undine : thanks strangers !
Gary : (examining Ragna) what the hell ?
Tobi : hmm, those emperial bastards have unique skills.
The scene switches to Rose and Genji against Julius, who seems to beat them :
