Throughout this entire story, Naruto, this child of prophecy (much like any child of prophecy in various fictional mythos) was supposed to bring change to entire ninja world.
However, what we see in 700 is that ninjas still exist. This is what bothers me. Throughout the entire story, it was constantly referenced that Naruto was here to do something to the Shinobi world that has never been done. We were led to believe that this thing was to eliminate the entire need for Shinobi at all.
Ok so he United the 5 countries, this is very commendable but then if they're united, ytf is there still a shinobi system AND a ninja academy?
Each Hokage has done something worthy during their reign and because of that, Naruto for the most part, looks like just another Hokage who's noteworthy action was uniting the 5 countries.
At the end of the day, he wasn't really that special at all. No more so than Hashirama at least.
This makes bad storytelling because he had this unprecedented amount of hype and potential which he never really lived up to. For all this Sasuke as Hokage would've been much more impactful at least from a storytelling perspective and it would've justified why we still would've needed Shinobi.
Then again....... The prophecy never said Naruto was supposed to eradicate the ninja system or change the world it simply said he was going to befriend the tailed beasts.
Somehow, I don't think this ended supports Jaraiyas vision at all
TL;DR- Naruto didn't do anything special and just became another notable Hokage. Sasukes vision would've been a more interesting story and would've justified a ninja system.
