In my opinion it was Sai. The dude was just created and didn't really do anything of importance. The only thing that Sai seems to be useful for is causing drama between team 7..

I don't think any character was irrelevant. They've all had some form of purpose. You can't expect every character to play a part in the major battles, most of the insignificant ones serve for character development for either themselves or other characters.
