Pretty sure the chakra sprouting in the brain is only for the original Sharingan's awakening, not the MS.

The offspring of the blind Uchiha would still inherit the sharingan eyes because if one cuts off their arm or gets a scar, their offspring don't get passed on physical defects not related to genetics. The genetic makeup of the parent will remain unchanged whether the parent has gone blind. I learned this in biology.
