I have a pretty good idea why he keeps a stack of Sharingan's. He showed it to us twice: Avoided death from Amaterasu. He said to himself that the only reason he didnt die was because Itachi did not know his full power, that was the union of Senju and uchiha cells.
Also used it to change events during Konan's 10 minute explosion barrage!
That reason is Izanagi, it is his fail safe. A guy at his level cannot leave things to chance, I believe his right eye is special to him alone, containing the one and only Black Hole jutsu, which was and is pretty much irreplaceable and his only form of a weapon, up until he planted the Rinnegan and he still did not plant both, keeping that Sharingan eye, he proved that it is truly valuable to him, no one has ever seen a transportation of that level, not even the old Kages. His eye is the medium so it is definitely a Dojutsu. The only thing that comes to mind considering a dojutsu of that level is the Mangekyou.
