I havent seen anyone say that so you must be posting about a certain user. You saying hashi didn't kill madara is just speculation. Depending on whether or not madara used a jutsu(in this case you would be right) or was simply saved by someone else(in this case you would be wrong) fully ready to die.

He did not won. He would have won if he killed madara.
He said he would do everything to save the village and that was the reason why he went all in with the intent to kill madara-kun
but he failed so they both lost.

the same goes for madara and kyuubi.

I think he used genjutsu earlier that was the closeup of his eye.
against the 5 kages madara stated he can see trough mokuton clones so why
would he fell for such a jutsu.
and why would he fight without sharingan at the last moment.
