Madara and Tobi can simply control it, and with the might of the Rinnegan Nagato can easily take it. Not even gonna explain why SOT6P can solo it.

Hashirama perhaps probably also.

I would think 1st kage of each 5 great village have decent chance take on it, consider 3rd raikage fought 8 tail pretty well. And I'm sure if they can establish their own village, then they should be no slouch and probably legendary in term of strength.

Killer bee with the help of 8 tail perhaps can give kurama a run for his money, but without hachibi killer bee stand no chance of course.

Rest notable mention I think have a shot is 4th mizukage Yagura with the help of 3rd tail because he's also a perfect host.

Minato with help of a team perhaps, because him alone can summon gamabunta and use space/time technique to deflect TBB.
