we all know that the manga haven't showed the power of 8th gate yet so anyone can imagine its power as he want
someone can imagine it as strong as didra's c0 or stronger than it 10 times ,i can imagine a power for it which can affect anyone or any defense except three shinobi ,whatever will 8th gate's power be ,it can't affect those people because their defense depends on space time
1.obito: because he can go to the other dimension and because of his intangible(whatever will 8th gate's power be ,it can't affect who in the other dimension)
2.minato:as he can use ftg to escape from its range(whatever will 8th gate's power be ,it can't affect who in other place)
3.kakashi:as he can go to the other dimension (whatever will 8th gate's power be ,it can't affect who in the other dimension)
but any other one whatever his defense ,he'll be in the same place and in the same dimension

Thing is, eight gates is supposed to be so amazing that you die from it afterwards. To be honest, i would not be surprised if he could out speed Minato and have the strength of 3rd raikage. Like i said, we still do not know the power of it, so we can only make assumptions.

Yes this also depends on how you want the rules to be set up. My view of the OP would be any of these three versus person X who is at the start allready in 8 gates mode, as it isn't mentioned I would assume that both shinobi starts a standard distance away form eachother around 50-100 meters away. We do know that 8 gates increases your speed to a ridiculous extreme and that Kamui is fast as hell but not instant (as Minato). I'd say it's not certain but there is at least a decent chance that person X gets to land a hit before kamui, and that would be GG.
