Pretty much this right here. Madara wasn't reacting to any of Gai's attacks with a counterattck, he just stood there and blocked them off.
There's no way Gai will compete with the likes of this...

It can distort the tsb but breach it. That is a whole different story. If Juubito gets hit with, then it depends on where he got hit. If it is in the face he is screwed.
