It doesn't take 20 years, Dai just said that it took 20 years to him to learn Hachimon Tonkou. Seeing as his 8th Gate wasn't even able to overcome the 7 swordsmen I would say that Taijutsu Genius, masters or whatever can learn it faster than that.

Why doesn't anybody open the gates? Cause they can't open them (Kakashi says even the very skilled ninjas cannot open higher gates just like that).
