No Shunshin blitz no jutsu?

I'd still give it to RSM Naruto. He's much faster than Juubidara (Pre-Shinju), pressured Kaguya in Taijutsu with mere fodder clones and Juubidara was actually capable of perceiving his movements. The strike(s) themselves were quick, but I believe RSM Naruto can actually react to them.

That, or RSM Naruto just tags him and pulls him out of his 8 Gates.

Terrible match up for the simple fact that Gai has access to all his moves in a Taijutsu match while Naruto doesn't. Naruto can't defend from multiple Evening Elephant attacks without his Avatar nor will he best Gai in close combat. Match ends with Gai punching Naruto's guts right out of his stomach, or it ends with Night Gai ripping him apart. That applies in both scenarios.

If you mean hand to hand with no techs like Evening Elephant and Night Guy, then Naruto kills him in both scenarios.
