It would be a nightmare for someone who uses 8 gates as a final resort, then the enemy just teleported out of the battlefield and play the waiting game. Man Tobirama created such a formidable anti 8 gates jutsu users. Such a 1 time use jutsu is truly risky.

Agreed but this is why the full gates are used so cautiously, against an opponent whose moveset you'd know. Who'd bust out full 8 Gates when not knowing their enemy.
