Assuming Madara nor Jikukan Ninjutsu users do not count... he's definitely contending with BM Naruto, BSM Naruto is likely above in speed, but no one touches him in striking speed.

The entire premise is flawed. Madara was managing to counter Guy's attacks, and Madara's alive. Therefore, Guy is not the fastest living ninja.

He's fast, but i doubt he's faster than KCM Naruto/Minato, Ay when the latter uses Shunshin while in Raiton Cloak, Tobirama through FTG or even Hashirama while in SM (who should be able to react like Madara did against Tobirama or Naruto reacted to Juubito).
Btw, Gaara said his movements aren't human, that can include speed, but i think he was talking strictly about Gai's taijutsu.
