Yes, 7th Gate Gai's reaction speed, physical speed and taijutsu skills > Minato's reaction speed + Hiraishin S/T, taking in account that Gai was already a lot tired, and still managed to pressure Juudara with his speed and taijutsu combo, without letting him have the chance to counterattack until he stopped Hiru Tora that was fired right on his face; Minato didn't have an arm but was in SM so his reactions were enhanced, still he couldn't even end his attack let alone react to Madara's attack that blitzed him, without him being able to escape with instant Hiraishin, and was also hit another time without being able to react.
