I'm assuming Gai starts in 7G based on the thread title... So Gai low diffs in this scenario. 7G contested with Jubi Madara while Gai was exhausted.... He outright blitzes the shit out of Sasuke. Even if Susano'o goes up, it gets destroyed by Hirudora like Madaras susano'o. How is this debatable?

If Gai starts in base and is in character, he wins high-diff.

He coudlnt even keep up with bee 8 sword style kenjutsu so there is no way in hell he's keeping up with Gai. All he has to match gai's speed is his anticipation which he showed a great deal of in Kage submit. However, He wont be able to do much against it. Susano'o'o is breached and sasuke gets wreckeed

- Amaterasu can be dealt even without Gai using speed.

- Genjutsu isn't hitting him due to his fighting style. Not to mention the fact that he's in constant Pain in the Gates.

- Hirudora obliterates Susanoo.

- CQC means Sasuke dies easily.

Guy wins. Guy with Afteroon Tiger was able to destroy Madara's Susanoo which is on a whole other level than Sasukes and then you have the fact Sasuke gets strain from using the MS too much.

in this scenario Sasuke would lose due to gai already started in gates in the distance him and danzo had is certainly enough for gai to blitz however MS sasuke after danzo fight rested and healthy stomps
