7 and i would've given more if we saw more of him. He was one of the bodyguards of the Mizukage and has a stolen Byakugan. Can't be a bad shinobi I think.

I gave him an 8 or 9....

Because he seems strong plus he fought shisui uchiha who was believed to be quite strong as well. Plus he has the byakugan which should not be underestimated. + he is probably anbu level as he escorted 5th mizukage to the 5 kage summit.

I gave him a 6, mainly because he ruined Danzo's plans.

7/10 I actually found his design pretty beast to be honest.

Was very interested in finding out about his eye (like more background information). And thanks to him we got some pretty nice scenes with Mei.

His abilities are worth mentioning, seeing as he survived a fight with Shisui and defeated an unnamed Hyuga to acquire his stolen byakugan, but his character requires more depth.

Side note:
It seems to me that the majority of people are voting as if the scale of '1-4' indicates negative feelings towards the characters, '5' is neutrality, and '6-10' denotes positive feelings towards the characters.

I haven't been voting in this manner; I'm voting based on positive feelings alone, completely disregarding the dislike factor.
For me, a vote of '1' indicates almost no positive feelings whatsoever, but it doesn't directly imply that I harbor disdain for the character. A '1' for me may merely be a character I don't care about rather than a character I hate. I reserve 10 for my favorite characters (go figure), so there's only a special five or six that will be getting a 10 from me.

Which method of voting do you suggest I go by?
If you suggest the first method which includes negativity in the disposition spectrum, then my 4/10 for Ao would've likely been transposed to a 7/10. The first scaling method makes it too easy to give high votes to insignificant characters, in my opinion...
