There aren't much known Suna characters; but i would say Temari; she is not that strong(still one of the strongest in Suna) but she would make a great leader imo.

Nor Kankuro nor Temari are kage level. There's no shinobi from Suna (that we know of) that would be able to take that role.

Baki could be a potential candidate. His total stats are a sum of 29.5, compared to Kankuro's 26.5 and Temari's 24.5. Besides, we havent seen enough from him to know how skilled he is. He could be Suna's kakashi for all we know.

Shikamaru has 24 and defeated Hidan who has 31.5, who would've defeated Asuma easily (who has a 32.5) if not for Shikamaru.
Baki has a 4 in ninjutsu, 3.5 in intelligence and a 2.5 for stamina. These don't represent a kage level shinobi imo.
