Pein, without much difficulty. The Raikage's don't have much in terms of actual destructive capability since their fighting styles revolve around getting in close and either blitzing with pure speed (Ay) or using Hell Stab backed by his strong body (Sandaime). They're not overwhelmingly fast enough to blitz Deva before Shinra Tensei blows either of them back, and they lack the destructive capability to take down the core of Chibaku Tensei. To add insult to injury, Animal Path could simply summon the Cerberus to hold them at bay for a very little while, and Deva preps Chou Shinra Tensei and eradicates them.
