The anime used to have good animation. Coincidentally when the manga sort of trended downwards in quality (Around 599), the war arc in the anime had horrible animation as well. Compare chapter 503, the chapter Minato's smashing of Obito during the Kyuubi attack to this stuff. The animation is on another level and looks really good. They just don't care anymore. It's not even the same animators every week either.
