Using nature energy does grant sage opportunities to you, in fact if you cant absorb it like Jugo you cant use sage techniques or see the nature energy flowing, so Jugo does have SAGE MODE, BUT HE JUST CANT CONTROL IT..... hence why he could use SAGE/SENPOU TRANSFORMATION TECHNIQUE
