It kinda does. The paper she created from her body created the tree and her clones the same way she created that weapon to try and tab Jiraiya as well as that weapon she created to attack Obito.

That doesnt prove anything against konan not capable of performing paper god in a fight. She could create those papers from her body in an instant considering she could create vast amounts without much time. She can simply explode every paper coming from her body all around her continuously.
