Maybe all the summonings by the 6paths(forgot the name of the particular path) 1.what if all the summonings are summonings owned by the shinobi corpses Nagato controls or 2. what if they were summonings submitted by the nagatos jutsu also used to control the 6aths corpses

I believe 2. The shinobi picked by Nagato doesnt seem liked really skilled but the summonings are OP
