The same reason why Danzo could use Shisui MS ability once a day rather than a decade, SENJU Cells. Tobi claimed to have them and they enhance sharingans in some type of way. Maybe with the cells he doesn't even need to awaken MS or EMS to use his s/t jutsu , It adds up.. just my theory.

Edit: Made a mistake once a day he can use the KA but still a big jump from normally once a decade.

Sorry I wasn't accurate but it was definitely more often then Shisui could use it, and I know Tobi s/t doesn't have a cool down I'm just giving a reason why he could use an MS ability so well with no backfire or recoil like normals Uchiha's get.

My bad for another Tobi thread lol NB is getting drowned with them today but what else do you expect he's like the most interesting mysterious character right now.

Danzou couldn't use KA every couple of ours. Danzou only had Hashi cells in his arm for him to be able to use Izanagi. Tobi on the other hand(because of Hashi cells) was able to use Izanagi longer then it normally should be used because he could somehow fully control Hashi's powers.

He could only keep the ability up for 5 minutes, doesn't mean he needs to recharge.
