did you randomly post ur opinions or actually think about it and have reasons
cuz some of ur characters choices make sense and some dont at all e.g.

(Not Underrated) Tobirama - said to be greatest water jutsu user
- creator of edo tensei
- said to have used many great weapons (thunder sword)
- said to have been a good/great s/t user

(Not Overrated) Ay - Has shown his extremely fast speed with his special ninjutsu
- Has shown is strength to be able to knock over a susano'o user
- Has shown his great durability and stamina

etc.

but kakashi is often underrated just cause of his stamina/chakra
