One could argue Orochimaru having 3.5 even with his continious use of large scale techniques but Orochimaru's chakra is extremely powerful so even small amounts can accomplish great feats as seen from Kabuto absorbing a little and using it to power Edo Tensei. His bijuu teleporting feat after summoning Bunta earlier followed by performing two extremely powerful seals-the Dead Demon Consuming Seal and the Eight Trigrams Seal yet still having chakra to put inside Naruto means he has large amounts.

Reason-Deducing the strengths and weakness of Tobi's ST jutsu as well as Kakashi's Chidori instantly as well as his foresight and planning for Naruto's future attempt to control the Nine Tails.

Hand Seals-4

Reason-His techniques don't usually require a lot of seals but considering the fact that he usually moves his hands in split seconds to mark people, example Bee's tentacle and the fact that he mastered the Summoning technique to the extent that he doesn't even need to form any hand seals as he just placed a bit of his blood on his palm and pointed it at thin air to summon the toad which has Naruto's key(Gerotora) I'd say he had good hand seals. The prime Hiruzen was faster and stronger. But the prime Hiruzen cant use the Dead Reaper Seal. And that seal is his trump card. Without it he is a fodder.

..What? Genjutsu on Sasuke won't work, we have already seen him breaking out, and that was just 3 tomoe. His susanoo is not stronger, Sasuke have much better control over the Amaterasu than Itachi, and because he have eternal it means he can use Amaterasu without getting blind.

He isnt one of the strongest character, he died at age 21. Minato isnt strong, but he is good at taijutsu, like you can't compare A's strength to Minato's.

I also forgot to say Nagato.

I dont wanna write a novel about the ways minato can defeat hiruzen but by saying FTG was able to stop tobi level 2
Hiruzen was only able to defeat oro with help of enma i say if he'd of versed minato. He would have marked all of them and finished them in an instant. Minato's sealing abilities were higher than that of Hiruzen and also his s/t ninjutsu is not to be taken lightly
