I was with you until you kind of discredited Sakura, Sakura intellect isn't something to be taken lightly, Kage or not , tsuande is the only one with feats to possibly be on the same level as Sakura. Sakura is the same girl who challenges shikamarus judgment, and was said the no need the experience due to her analytical ability.

Let’s not go overboard. She caps out at a 4 in intelligence for a reason. If he wasn’t lazy he even would have stomped her on written exams in part one. Why you perceive her to be able to challenge Shikamaru when the manga almost explicitly depicts otherwise is strange.
