Doubt that they would be enabled to seal him either. I think what made Minato enabled to seal him were because he used probably most strongest seal jutsus. Meanwhile the other hokages can't offer anything higher than a steel seal.

Tsunade can use Katsuyu to confront the Kyuubi head on, and she's also a medic.
A and Onoki could use their combo attack for increased speed and power
Gaara could use sand to try to restrain Kurama
Mei can use lava attacks or her mist to blind Kurama, or target his feet/paws to immobilize him
