Zetsu said Naruto would have surpassed Sasuke because it appeared that he beat Pain but actually we know that Naruto returned to the village because a) Kyuubi saved his ass and b) Nagato decided to sacrifice himself for reviving the killed villagers. Plus, Pain started to fight Naruto without his full power, with his strongest path's powers not being available. It's apparent that Pain would've beaten Naruto without major difficulties if he faced him with his full power and latter wouldn't have access to Kyuubi's Chakra. Of course, the Kyuubi is counted as a part of Naruto's strength (not at the Pain arc since he didn't have control over the fox!) but as the talk is about the Sage Mode, Sasuke is the superior one since Naruto himself even admitted inferiority.

Well, here it differentiates in the fact none of them have knowledge, which means sasuke one-shots if naruto doesnt make bunshin automatically. From then, well, it comes down to if lvl 4 susanoo can tank a FRS, if it does, then sasuke wins high diff, if it doesnt then naruto high diff.
