Why not? Considering his abilities he surely would be able to do it. Maybe not right away, but after seeing that simple punches arent enough to kill her he would decapitate her. One or both arms... it dont change a thing.

All Tsunade has to do is take off all of her clothes and seduce A and the rest is history. However if we are going to talk realistically i would still say tsunade bc we already know what A can do but i still feel Tsunade might have some tricks up her sleeves.

remember madara was comparing lightened raikage (onokis doing) to exhausted tsunade who just got a root through her stomach. he faced full speed raikage but never fought tsunades full speed since hed gotten more serious by then. plus tsunade probably stayed back to heal the others.
