A's v2 shunshin could indeed end the match, but he rarely starts with that.

If Gai uses any of the Gates, even just the 2nd or 3rd, it's probable his reflexes would be able to track A's movements.

And if he uses the 6th or 7th gate, he can bring A down.

Overall, I'd say Gai has the edge.
