Let's assume 4th Kazekage is just like Gaara except has gold dust instead of sand obviously. Except for Sand Pyramid because that wouldn't make sense. 4th Kazekage can most likely fly on a gold nimbus as well

maybe the 4th kazekage. his gold is 20x heavier than gaaras sand so if deidara gets caught even once he will get dragged down and crushed under thousands of pounds of gold.

The 4th Kazekage has no counter to C4 so Deidara takes this mid-high difficulty.

4th Kazekage his Gold Dust will give deidara a problem being its much more heavier then gaara's and that does matter and he could make it hard to see and breathe since it does have a bit of dust in it

yes. and gold being the same speed no matter how much there is unlike the difference between chakra infused gourd sand and regular sand has nothing to do with why he lost. how do you know oro won easily?
