Not exactly. I don't see how Mei would do well against the 4th. Essentially he's Gaara minus the automatic defense and weakness to Mei's jutsu.

Orochimaru was able to deal with the Kazekage without to much difficulties. I know Mei is weaker then him, but she is still a Kage. With 2 Kekkei Genkais she is a real beast.

She can use 3 elements: Katon, Doton and Suiton. She can block that wave with a powerful Doton or with her lava.
But as I said, it can go either way. I'm not saying that Mei wins this.

Lava could melt gold dust,but the amount of gold dust he can control is just too much for her to handle.However Mei has a wider spectrum of attacks to use so she wouldn't be easy to beat.She's really underrated...
I'd say 4th kazekage with high-difficulty.
